California Energy Commission Approved HERS Registry and Provider
At Golden State Registry (GSR), we are committed to maintaining the highest standards of accuracy, compliance, and integrity in the verification and documentation of HERS projects.
GSR performs regular Quality Assurance (QA) reviews on field verification and diagnostic testing (FV/DT) work submitted by certified HERS Raters. These reviews may be desk audits (document reviews), field verifications, or both. Our QA staff ensures that all compliance documentation meets the technical, procedural, and regulatory requirements set forth in Title 24, Part 6 and Joint Appendix JA7.
If issues are discoveredâ€"whether they are clerical errors, procedural oversights, or significant non-complianceâ€"GSR investigates further to determine the root cause. Depending on the nature and severity of the issue, GSR may:

Per CEC regulations, when a HERS Rater fails a QA review under any certified HERS Provider, that Rater must undergo additional Quality Assurance reviews on at least 2% of all completed projects for a minimum of one year. This requirement ensures accountability across all Providers, meaning the 2% review applies regardless of which Provider the Rater is working with.
Raters in this protocol may continue to perform ratings during this time, as long as they remain certified and follow Provider guidance.
