GSR's Official Role

GSR is a California Energy Commission (CEC)-approved HERS Provider and Data Registry, which means we are officially authorized to oversee and manage the documentation, verification, and quality assurance for HERS (Home Energy Rating System) compliance under Title 24. From start to finish, we help move your project through every required step in the compliance process.

Project Registration

Contractors, homeowners, or authorized document authors begin by entering project details into the GSR Registry, creating the official record for the energy-related work being performed.

Document Generation and Signing

The system generates required Title 24 compliance documents—like the CF1R (initial project specs), CF2R (installation verification), and CF3R (independent HERS testing results). GSR's platform ensures that only verified users can sign documents appropriate to their role.

Field Verification and HERS Testing

GSR connects contractors and homeowners with certified HERS Raters to perform the Field Verification and Diagnostic Testing required by law. These tests verify that systems perform as expected and meet code requirements.

Compliance Tracking and Document Access

Once documents are signed and submitted, GSR ensures all data is securely stored and accessible. We also provide read-only access to Building Departments (AHJs) so they can verify compliance during permit inspections.

Ongoing Quality Assurance

As a Provider, GSR is responsible for performing desk audits and field audits to verify the accuracy and integrity of the submitted data. This helps maintain trust in the system and ensures that testing is performed correctly and consistently.
